This guide breaks down Louisiana Fortify Homes Grant, Act 404 credit, Act 473 deduction, and the new mandatory insurance benchmarks.

TL;DR: Louisiana homeowners can access up to $10,000 through the Louisiana Fortify Homes Grant (LFHG) for FORTIFIED roof installations. On top of that, Act 404 (effective July 1, 2025) provides a state income tax credit covering 100% of qualified FORTIFIED expenses up to $10,000, and Act 473 (effective January 1, 2026) offers an alternative deduction of up to $10,000. Louisiana's Hurricane Resilience Incentives

Louisiana stacks four distinct programs to offset the cost of FORTIFIED roofing. Each one works under different rules, and they interact in specific ways that affect your final out-of-pocket cost.

Jefferson Parish residents may also qualify for an additional $5,000 through the Roof Enhancement Lottery Incentive Fund (RELIF), which piggybacks on the LFHG lottery. Orleans Parish homeowners under 80% AMI may qualify for up to $35,000 through the city's CDBG roof program.

Regulation 136: Mandatory Insurance Discounts (Effective January 1, 2027)

The Louisiana Department of Insurance published the FORTIFIED benchmark table under Regulation 136 in early 2026. Insurers must implement these minimum hurricane-portion discounts on every new or renewing residential policy by January 1, 2027. If a carrier wants to offer a smaller discount, it has to file actuarial justification with the state.

The discount applies to the hurricane portion of your premium, not the full annual policy. In coastal Louisiana, that hurricane portion is typically the largest line item.

What this means in dollars: A New Orleans home with $5,000/year in hurricane-portion premium would receive a guaranteed minimum discount of $1,450/year at the FORTIFIED Roof level, $2,150/year at Silver, or $2,450/year at Gold once Regulation 136 takes full effect. Over a 20-year roof life, the FORTIFIED Roof discount alone clears $29,000 in cumulative savings on that single line item.

Homeowners who certify their FORTIFIED roof before January 1, 2027 lock in the new mandatory minimums on their next renewal. If your insurer is already offering a discount equal to or greater than the regulation requires, you keep the higher discount.

Louisiana Fortify Homes Grant (LFHG)

The Louisiana Fortify Homes Program, administered by the Louisiana Department of Insurance (LDI), provides direct grants to help homeowners retrofit or construct IBHS FORTIFIED Roof-designated homes. As of 2026, more than 11,000 FORTIFIED roofs have been completed in Louisiana, with over 4,100 of those funded through this program.

Grant Amount

The LFHG provides:

  • Up to $10,000 for FORTIFIED Roof designation (the entry level, formerly called "Bronze")
  • Up to $10,000 for FORTIFIED Silver designation
  • Up to $10,000 for FORTIFIED Gold designation

Note: The grant covers FORTIFIED-specific upgrades above standard roof replacement cost, not the entire roof replacement. If your total project costs $25,000 and the FORTIFIED upgrades add $4,500, the grant would cover the $4,500 upgrade portion (up to $10,000).

Eligibility Requirements

To qualify for the LFHG, you must:

  1. Own a Louisiana home that is your primary residence (homestead exemption required)
  2. Have homeowner's insurance on the property
  3. Fall within income limits: Household income cannot exceed 250% of the Area Median Income (AMI) for your parish. For Orleans Parish in 2026, this is approximately $180,000 for a family of four.
  4. Property must not be in flood zone A or V without elevation certificate showing lowest floor above base flood elevation
  5. No outstanding code violations or unpaid property taxes

The Lottery System

LFHG operates on a lottery system because demand significantly exceeds available funding. Here's how it works:

  1. Application Window Opens: LDI announces an application period (typically 48-72 hours) via email, press release, and social media
  2. Submit Application: During the window, eligible homeowners submit applications through the LDI portal
  3. Random Selection: After the window closes, LDI conducts a random lottery to select recipients
  4. Notification: Selected applicants receive notification and instructions for next steps
  5. Work Completion: Recipients have a specified timeframe (typically 180 days) to complete FORTIFIED construction and submit documentation
  6. Grant Disbursement: Upon verification of FORTIFIED certification, grant funds are disbursed

Important: The application window can open with little advance notice and close quickly. Homeowners who want to apply must be prepared with documentation and monitor LDI announcements.

Act 404: Louisiana FORTIFIED Roof Tax Credit

Act 404, codified at La. R.S. 47:6044, created the Louisiana Fortified Roof Tax Credit Program in the 2025 Regular Session. It applies to qualified expenses incurred on or after July 1, 2025.

How It Works

The credit equals 100% of qualified expenses, up to a maximum of $10,000 per residence. Qualified expenses include the cost of materials and installation paid to meet or exceed the IBHS FORTIFIED Roof standard. Permit, inspection, and IBHS certification fees are explicitly excluded.

Example: A FORTIFIED upgrade scope totaling $9,500 in qualified materials and labor produces a $9,500 credit (since it falls under the $10,000 cap). A $14,000 scope hits the cap and produces a $10,000 credit.

The credit is nonrefundable but unused amounts roll forward for up to three years.

The Statewide Cap

Act 404 carries a $10 million statewide annual cap, roughly enough to fund 1,000 maxed-out credits per year. Allocation is first-come, first-served based on the date IBHS issues your FORTIFIED certificate. Once the cap is hit, no further credits issue until the next calendar year.

Claiming the Credit

  1. Complete the FORTIFIED installation and obtain certification from an IBHS-credentialed Evaluator
  2. File Form R-90157 (Application for Louisiana Fortified Roof Tax Credit) electronically through the Louisiana Taxpayer Access Point (LaTAP) between January 1 and June 30 of the year following certification
  3. Receive credit certification from the Louisiana Department of Revenue
  4. Claim the credit on your Louisiana income tax return

Eligibility

  • Owner-occupied homes with a current homestead exemption
  • Existing structures only; new construction does not qualify
  • Excluded property types: condominiums and mobile homes
  • Cannot be combined with Louisiana Fortify Homes Grant funds for the same qualified expenses

Act 473: Voluntary Construction Code Retrofitting Deduction

Act 473 of the 2025 Regular Session expanded Louisiana's existing Voluntary Construction Code Retrofitting Deduction to cover voluntary FORTIFIED retrofits. The expanded deduction applies to taxable periods beginning on or after January 1, 2026, and doubles the previous $5,000 cap to $10,000.

How It Works

You can deduct from your Louisiana taxable income the lesser of:

  • $10,000, or
  • 50% of qualifying retrofit costs

Louisiana moved to a flat 3% state individual income tax effective for the 2025 tax year, so a $10,000 deduction reduces state tax owed by approximately $300. The deduction is the right tool only when Act 404 isn't available. That happens in two scenarios: the statewide credit cap is exhausted before your project certifies, or grant funds reduced the qualifying expenses available for the credit.

Claiming the Deduction

  1. Obtain FORTIFIED certification from an IBHS-credentialed Evaluator
  2. Keep invoices documenting your retrofit expenses
  3. Claim the deduction on your Louisiana income tax return (Form IT-540) using Schedule E
  4. Retain documentation in case of audit

Act 404 vs. Act 473

You can claim either Act 404 (credit) or Act 473 (deduction) for a given expense, but not both. In almost every scenario the credit is the better option:

Stacking Benefits: Maximum Savings Scenario

Here's how Louisiana incentives can stack for a typical New Orleans FORTIFIED roof project:

Example: $25,000 FORTIFIED Roof Replacement

1,800 sq ft home in Lakeview, Orleans Parish (South Louisiana zone)

  • Base project cost: $25,000
  • FORTIFIED upgrade portion (qualified expenses): $9,000

Scenario A. Homeowner wins the LFHG lottery:

  • LFHG Grant: -$9,000 (covers full FORTIFIED upgrade portion)
  • Act 404 Credit: $0 (cannot be claimed on grant-covered dollars)
  • Net out-of-pocket: $16,000

Scenario B. Homeowner does NOT win the lottery (most homeowners):

  • LFHG Grant: $0
  • Act 404 Credit: -$9,000 (100% of $9,000 qualified expenses, under $10K cap)
  • Net out-of-pocket after credit: $16,000

In both scenarios the homeowner ends up at roughly the same net cost. That's by design: the grant exists for households that can't front the FORTIFIED upgrade portion, and Act 404 reimburses everyone else through their tax return.

Plus ongoing insurance savings (illustrative, post-Regulation 136):

  • Hurricane portion of premium: $5,000/year
  • South Louisiana FORTIFIED Roof minimum discount: 29% → -$1,450/year
  • 10-year hurricane-portion savings: $14,500
  • 20-year hurricane-portion savings: $29,000

Discount figure based on Regulation 136 mandatory minimums effective January 1, 2027. Actual savings depend on your insurer's filed rates and the hurricane share of your premium. Some carriers already offer voluntary discounts as high as 50%+ on the wind portion.

Important note on combining LFHG and Act 404: Grant-funded dollars cannot also be claimed under Act 404. The credit applies only to qualified expenses you paid out of pocket. If a $9,000 grant covers your full FORTIFIED upgrade scope, there are no remaining qualified expenses for the credit.

Application Timeline & Strategy

LFHG Application Windows

LFHG application windows have historically opened:

  • 1-3 times per year
  • Often following legislative budget appropriations (late summer/early fall)
  • Sometimes following federal disaster declarations that add funding
  • With 1-2 weeks advance notice, sometimes less

Recommended Strategy

  1. Get pre-qualified: Gather all required documentation now, before windows open
  2. Get a contractor estimate: You'll need a FORTIFIED construction estimate to apply
  3. Sign up for alerts: Register at ldi.la.gov for LFHG notifications
  4. Apply immediately when windows open: Lottery is random, but you can't win if you don't enter
  5. Don't wait for the grant to proceed: If your roof needs replacement, proceed with FORTIFIED construction. Apply for the next LFHG window. Claim Act 404 credit regardless.

Even without the LFHG grant, FORTIFIED typically pencils out:
