Usually, yes. Because each tile is an individual unit, cracked or broken Ludowici tiles can be swapped one at a time, and slipped tiles can be re-hung. If the tiles are sound but the roof leaks, the underlayment or flashings are typically the problem — the tiles can be lifted, the underlayment replaced, and the same tiles reinstalled. Full replacement only makes sense when a large share of the tiles themselves have failed.
