A roof pipe boot is flashing designed to weatherproof the junction where a pipe passes through the roof covering. If it is suspected of leaking, the inspection should identify the defect and the condition of the surrounding roof before a repair is selected. A dark patch around a pipe is not a diagnosis.

Identify what the pipe serves

Do not assume every roof pipe ventilates the attic. It may serve another building system. Ask the contractor to identify the penetration and choose an appropriate component rather than treating all pipes as interchangeable.
