How many layers are already there?
GAF's reroofing bulletin calls for only one existing roof when installing over shingles and identifies surface condition and deck concerns as reasons to tear off. Have the contractor establish the actual existing layers and verify the requirements for your property before quoting an overlay.
A statement that two layers are always allowed is not enough. A product's allowance does not establish local approval or the condition of the roof being covered.
What would remain concealed?
Ask how the contractor will evaluate suspected deterioration, leaking areas, and flashing transitions. An overlay scope should not treat an unresolved leak as repaired simply because new shingles cover the area.
For example, if an attic inspection suggests damaged decking below an old leak, compare a tear-off scope with an explicit deck-repair allowance. A cheaper overlay proposal leaving that condition unaddressed is a different job.

- Deck assessment and repair terms.
- Flashing and penetration work.
- Manufacturer and local requirements verified.
